i dont know how much room you have but with a decent sized air compressor and a small gun you should be fine. thats all im doing. if the car is not stored in a dry place in doors it will rust and should be painted as soon as possible. 
the lenses are cracked for you it may be cheaper to get them from austraila i think you are closer to there then here. but ill go take some pics this week or the next

There is a pair of late model taillights on yahoo, but no chrome surrounds so im not sure if it helps you or not.

I'm doing everything maybe the int too we shal see. 
For a coatung I may do a truck bed liner depending on cost. I did rock guard on my trucks frame but it did not last.
I think new cars have the bottoms done and painted over too but then it leaves a line so it's all up to you.
