Just messing about with Photoshop today. (Seeing what does what in the filters tab).

yes, I did three things.
 
Unfortunatley I can't remember the names of the effects I used. Sorry.
 
Firstly I did one to go from a photo to the two colour poster style of pic.
Then added the canvas type of texture
Then added a transluscent layer to give it a slight tint as i thought straight black and white looked a little off.
 
Seen as a smaller pic on a white background it looks very blue, but the full screen sized pic I originaly made looks right as a windows background.
